ENAC will accredit inspection bodies for the SERMI scheme related to accessing anti-theft security repair and maintenance information

ENAC wants to launch a consultation to see if the Spanish market is interested in this accreditation

Currently, vehicle anti-theft protection systems as well as the software programmed in different control units are found mainly in the vehicle's electronic panel. This has directly affected maintenance and repair garages due to the manufacturers and their post-sale services controlling the information from these systems thereby denying the independent garages free access to it.

Regulation (EC) No. 715/2007 establishes in its article 6 that "Manufacturers shall provide unrestricted and standardised access to vehicle repair and maintenance information to independent operators through websites using a standardised format in a readily accessible and prompt manner, and in a manner which is non-discriminatory compared to the provision given or access granted to authorised dealers and repairers".

The European Organization SERMI has been set up to help make it easier to implement the Euro 5/6 regulations -(EC) Regulation N ° 715/2007 and (EC) N ° 692/2008- and the Euro Regulation VI (EC) 595/2009 and (EU) 64 / 2012, and aims to ensure standardized access to this information and establish requirements for independent operators (garages, tools and software manufacturers, assistance, and so on).

Given that it is dealing with information related to security against theft, SERMI has set up a series of security requirements, which must be met by garages needing to access such information, which in many cases, is required for vehicle maintenance and repair. Additionally, SERMI has established a scheme to monitor compliance of these requirements by the garages, based on passing periodic inspections carried out by inspection bodies accredited by the National Accreditation Body in each Member State.

The scheme has already been approved and will be operational in Europe in the first months of 2017, when ENAC will begin to accept applications for accreditation. You can consult the information here about the Accessing Anti-Theft Security Repair and Maintenance Information Scheme.

In this context, and in order to move the accreditation service forward under the SERMI scheme, ENAC wants to launch a consultation to see if the Spanish market is interested in this accreditation. The level of interest will help ENAC determine the resources that will be needed and so enable them to respond more efficiently and agilely to requests for accreditation.
