The National Security Scheme (ENS) in the eGovernment field sets the basic principles and minimum requirements as well as protection measures for the Public Administration's systems and is also applicable to private sector operators who provide services or provide solutions to public bodies. One of ENS's main objectives is to generate confidence in the adequate protection of information as well as for systems to work without interruptions or out of control changes and to prevent unauthorized access.

The ENS has established 3 categories for information systems: Basic, Medium and High. The Basic category systems only need a self-assessment for their conformity declaration, while systems of medium or high category require a formal audit by a certification body.

The Security Technical Instruction in accordance with the National Security Scheme requires accreditation according to UNE-EN ISO/IEC 17065: 2012 standard for certification bodies that certify compliance with the National Security Scheme and establishes a 12 month transitional period for obtaining accreditation, after which if they have not obtained it, they must cease certification activities.

In this scheme, ENAC works closely at all times with the Spanish Finance Ministry and Public Administrations and with the National Cryptology Centre. The first accreditation for certifying compliance with the National Security Scheme has been awarded to AENOR INTERNACIONAL, S.A. (individual).
