ENAC prepares an accreditation scheme for energy cogeneration process inspection

The National Commission on Markets and Competition (CNMC), and, in particular its Energy Management, has as one of its functions the liquidation of the specific fee for generating electric power installations from renewable, cogeneration and waste energy, (as provided in article 29 of the Royal Decree 413/2014, 6 June).

Carrying out this function also means checking that the obligations set out in all the applicable regulations are met, including, in the case of cogeneration facilities, compliance with established efficiency requirements that must be evaluated by recognized institutions.

In this context, and in order to increase control over these bodies and ensure that have the necessary technical competence and perform their inspection tasks accurately, the CNMC's Energy Management has requested ENAC develops an accreditation scheme.

The scheme, based on the ISO/IEC 17020 UNE EN standard, is already being developed in collaboration with the CNMC's Energy Department and it is expected to be made public in early 2019 and to expand its scope later to include gas percentage verification systems used in solar thermo power plants and combustible mix in hybrid biomass power plants.
