With this accreditation, producers can now certify their products complying with the conditions included in the proposed bill on waste and contaminated soils from the moment it comes into force.

 

AENOR has recently obtained ENAC's accreditation in accordance with the UNE-EN ISO/IEC 17065 standard for certification of traceability in the recycling process of plastics and the recycled plastic content according to the UNE-EN 15343:2008 standard, becoming the first accredited body for this activity.

Within the European Commission's framework of the "European Strategy for Plastics in a Circular Economy", Directive (EU) 2019/904 of the European Parliament and the Council on reducing the impact of certain plastic products on the environment was approved. With the aim of including the directive into our legal system, the Spanish Council of Ministers sent the proposed bill on waste and contaminated soils to Parliament in May, establishing measures applicable to those single-use plastic products that most frequently appear in what characterizes marine litter: fishing gear and all fragmentable plastic products. These measures include the use of economic, financial, and fiscal instruments to promote the prevention of waste generation.

Within the fiscal measures to encourage the circular economy, this bill establishes a special tax on non-reusable plastic containers, the tax will be based on the amount of non-recycled plastic contained in these products. The bill requires that the amount of recycled plastic contained in the products that are part of the tax objective must be certified according to the UNE-EN 15343:2008 standard by a body accredited by the corresponding national accreditation body, ENAC in Spain.
