First accreditations for the future EU ETS 2 emissions trading regime

ENAC has granted the first accreditations as emission allowance trading inspectors for the future emission trading regime for buildings, road transport, and other sectors, known as EU ETS 2, within the framework of Directive (EU) 2023/959 of the European Parliament and of the Council.

Specifically, the accredited bodies that have expanded their accreditation scopes for this European program, as established in the Transition Plan published by ENAC in 2025, are AENOR Confía, Bureau Veritas Iberia, Lgai Technological Center, LRQA España, and SGS Tecnos.

The EU ETS 2 program, which will be fully operational in 2028, originated as part of the ETS Directive’s 2023 revision, creating a new emissions trading system, independent of the current EU Emissions Trading System (EU ETS1),  to cover CO2 emissions resulting from fossil fuel combustion in buildings, road transport, and additional sectors, mainly small industries, not covered by the current EU ETS.

Unlike ETS 1, which directly regulates installations emitting greenhouse gases, EU ETS 2 will cover “upstream” emissions, that is, at the production and supply stage, and it will be the fuel suppliers, not the final consumers like households or car users, who must monitor and report their emissions. These bodies must have enough allowances to cover their emissions. 100% of the allowances will be obtained through auction, as there are no free allowances. The carbon price set by ETS 2 will provide a market incentive for investments in building renovations and low-emission mobility.

Likewise, the EU ETS2 will complement other European Green Deal policies in the covered sectors, helping Member States achieve their emission reduction targets, aimed at the EU's goal of climate neutrality by 2050.
