Accreditation helps simplify administrative procedures in the Fire Safety Regulations for Industrial Establishments
Recently, the Ministry of the Presidency, Justice, and Relations with the Courts has published the RD 164/2025 which, among other things, approves the new Fire Safety Regulation in Industrial Establishments (RSCIEI), amends the Regulation on Fire Protection Installations (RIPCI), and establishes the development of non-binding technical guides for practical application of the provisions of the Royal Decree, such as the Technical Guide for Applying Alternative Technical Solutions, published by the Directorate General for Industrial Strategy and Small and Medium Enterprises.
Among the new features, it is highlighted that possibly accredited control bodies can carry out initial inspections in industrial facilities and assess projects for alternative technical solutions or service-based design, which entails a more streamlined and simplified administrative management of the facility legalization process.
This is another example of how, increasingly frequently, regional, national, and international public administrations rely on accreditation as a mechanism to achieve their public policies, promoting administrative simplification with new, more agile, efficient, and flexible regulatory techniques, while ensuring the reliability of activities impacting public confidence and preserving legal certainty: “The aim is to streamline, improve, and professionalize this process, which is increasingly becoming commonly used,” the document states.
