The Ministry of the Interior establishes, through Order INT/209/2025, that these courses must be certified by an ENAC-recognized accreditation body in order to be registered with the General Directorate of Traffic

The Ministry of the Interior has recently published Order INT/209/2025, regulating the duration, content, requirements, and mechanisms for certifying and controlling safe and efficient driving courses for motorcycles, mopeds, and cars, which may involve the recovery or bonus of points. The regulatory text establishes that, to be registered with the General Directorate of Traffic, safe driving courses must have been certified by an ENAC-accredited body according to the UNE-EN ISO/IEC 17065 standard.

The objective of these courses is to train drivers in various techniques that aim to prevent accidents and reduce fuel consumption and pollutant emissions, by adopting good practices in driving and equipment and avoiding risky behaviour. To achieve this goal, it is essential that the training centres offering these courses do so consistently meeting the highest quality standards in terms of training content, trainer requirements, delivery conditions, facilities, etc., something that can only be achieved through accredited certification.

The Public Administration thereby demonstrates once again its trust in the ENAC accreditation as a tool to provide confidence in the safety and integrity of assessment activities, in this case, safe driving course certification.

Following the Order’s publication, ENAC is ready to assess certification bodies wishing to obtain accreditation for safe driving courses. For more information, please contact Marta González from ENAC’s Inspection and Control Bodies department.
