Marlo Formació has become the first ENAC-accredited body to certify the profile of self-propelled mobile crane operators after successfully undergoing a rigorous assessment according to the requirements of the international standard UNE-EN ISO/IEC 17024 for personnel certification, as well as those established in the standard UNE 330000-6:2025 (Requirements for the personnel certification scheme in the industrial safety field. Part 6: Self-propelled mobile crane operator).

Accredited personnel certification is one of the accepted ways to demonstrate compliance with the crane operator competency requirements established in accordance with Royal Decree 837/2003, which approves the newly amended and consolidated text of the Complementary Technical Instruction 'MIE-AEM-4' of the Regulation on lifting and handling equipment, relating to self-propelled mobile cranes.

With this new accreditation, Marlo Formació complements its current accreditation scope in the lifting equipment field, where it already held Tower Crane Operators certification.

This recognition adds to the industrial safety regulation areas where accredited personnel certification is established as a development tool and public administrations’ compliance, through which they ensure that certain actions such as operation, installation, repair, inspection, maintenance, etc., are carried out only by individuals who have demonstrated to a third party – the accredited certifier – that they possess the necessary knowledge, skills, and abilities to perform their functions and tasks.

Accredited personal certification: a tool serving the labour market

Personnel certification is an increasingly used tool that provides confidence to markets, authorities, or employers regarding the competence of certain individuals to perform specific activities. This confidence is achieved through a globally accepted process of assessment and periodic reassessments of certified individuals’ competence, as described in the international standard UNE-EN ISO/IEC 17024.

The development of personnel certification schemes therefore becomes an effective means of responding to the emergence of new job niches that require specific skills not addressed by traditional formal education. It is also a proven tool for providing professional services markets with more transparent and symmetrical information, which enables clients of these professionals to make more informed choices based on competition. This makes these markets more transparent and competitive. Additionally, it is a self-regulation tool for unregulated professions, as it raises the level of standards, making 'encroachment' and fraud more difficult.
