ENAC updates its accreditation scheme for validating the DNSH principle

Specifically, the scheme has incorporated requirements for validation processes within the (CDTI) Centre for Industrial Technological Development's action framework

 

ENAC has recently updated its accreditation scheme aimed at bodies wanting to offer accredited self-assessment validation services with respect to the principle of do no significant harm to the environment (DNSH principle) based on the 2021 UNE-EN ISO/IEC 17029 and UNE-EN ISO/IEC ISO 14065 standards.

This update responds to the existing demand for using accredited evaluators by different Public Administration bodies, in such a way that the scheme has been adapted so it can be applied, when required, to aid programs managed by any administration, state agency, aid management body or similar, regardless of the origin of the managed funds. In particular, the Ministry for the Ecological Transition and the Demographic Challenge (Ministerio para la Transición Ecológica y el Reto Demográfico, MITERD), within the circular economy promotion framework, has recently begun to use the DNSH validation scheme, also requiring accredited inspection once the actions have been carried out.

Specifically, the scheme has incorporated requirements for accredited validation processes within the Centre for Industrial Technological Development (Centro para el Desarrollo Tecnológico Industrial, CDTI) action framework, to be applied to helplines such as the Direct Expansion Line (LICA), Innovation Direct Line (LIC), R+D Project, etc. Moreover, its content has been adapted in various respects, in particular, its flexible scope mechanism has made existing accreditation extensions more flexible and accelerated under certain conditions.

So far, there are six bodies accredited to offer DNSH validation services within the framework of PERTE VEC, PERTE Vanguard Health, Manufacturing Industry and PERTE Naval. You can check the list of accredited bodies offering these services on our search engine.

 

Accredited validation: a support tool for Public Administration

Accredited DNSH validation provides added confidence to self-assessment content for those requiring help. Accreditation is a tool that enables administrations and other managing bodies responsible for making decisions to reduce the risk associated with it.

The UNE-EN ISO/IEC 17029 standard contains the requirements and general competence, impartiality and operation principles of the bodies carrying out validation and inspection in any activity sector, area, or field, together with ISO/IEC 14065, which provides a basis for assessing and recognizing the competence of environmental information validation bodies.
